California Opposes Proposed Legislation Of Federal Preemption

Of Discharges Including Ballast Water Discharge

 On January 17, 2017, Senate Bill 168 (115 S. 168) the Commercial Vessel Incidental Discharge Act to provide for uniform federal standards for ballast water discharges in the navigable waters of the U.S. It was introduced by Sen. Roger Wicker (R-Miss.) with joint sponsorship from other Democrats and Republicans.  It was referred to the Senate Committee on Commerce, Science, and Transportation on the same date. On January 24, the proposal was reported favorably without amendment.
